Description: This publication assesses educational reforms carried out in Georgia following the 2003 Rose Revolution and their practical implications for persons belonging to national minorities. The author focuses on the Armenian and Azeri populations, which are highly concentrated in Samtskhe-Javakheti and Kvemo Kartli respectively. The paper examines general education and then higher education more specifically, discussing important issues and problems arising from legislation, management of schools and the development of the university entrance examination. Throughout the paper, the author assesses the ongoing efforts of the Education Ministry and gives recommendations for alternative approaches.
