Description: This article draws lessons from the growing body of amnesty legislation and practice – in countries ranging from Chile to Croatia, South Africa to Sri Lanka – in order to question the legitimate scope of amnesty as a tool for reconciliation and accountability, especially in the wake of massive, minority-targeted ethnic conflict.
