The process of creating a new Balkan order after the dissolution of Yugoslavia has started in 1995 with the Dayton agreement that ended the Bosnian conflict. This process was initially based on the assumption that a regional stability accord could be worked out between the international community and the remains of Milosevic’s Yugoslavia after the secession of Slovenia, Croatia, Macedonia and Bosnia Herzegovina.
