Description: This article argues that much of what is wrong with foreign aid is its understanding and treatment of development. Ever since governance began to define the donor agenda, development has been subsumed under a series of institutional policies and reforms in which there is an assumption of causal relationships between intervention and defect, with little if any attention being paid to underlying conditions.
