Description: This paper explores the role of private military companies in the international security environment. The contributor explains that while most countries have recognized the need to prohibit the activities of mercenaries, few have developed laws to support existing international agreements. The paper states that the absence of regulation in the private provision of military and security services, the difficulty of democratic control as well as the inadequacy of measures to hold the companies and their employees accountable are all of particular concern.
