Description: This paper analyzes the influence of oil and gas on relations among Latin American countries. Given the active role played by Venezuelan President Hugo Chávez on this issue, the authors examine with the subject from the perspective of Venezuelan policy and the possibility that oil could be used as a significant instrument of power in the area, changing regional balances.
