Description: This report addresses the effectiveness of field-level humanitarian, development and security operations. The authors observe that operational agencies are converging on common practices and a shared understanding that community security is key to improving operational effectiveness. They argue that an impasse is faced on how to address community security in different cultural contexts because generalized best practices and guidelines can be difficult to apply to particular social systems. The report introduces the Security Needs Assessment Protocol (SNAP) project as a response to these difficulties.
