According to the author, the OPEC countries face a double security dilemma of domestic and external security threats. The author develops a theoretical approach which accounts for absolute and relative gains from oil revenue to explain the countries’ behavior. Applying this "gain-seeking mentalities"-approach to Iraq and Iran during the Iran-Iraq War and to Iraq during the first Gulf War shows the extent to which both countries altered their gain-seeking behavior as a result of a changing constellation of threats.
